ChatGPT Ads vs Google Shopping: Should You Move Your Budget?

“Should we move budget from Google Shopping to ChatGPT ads?”

I hear that question every week now. Sometimes every day. Usually from a marketing leader who just got forwarded a LinkedIn post with a lot of rocket emojis in it.

And honestly? I get the impulse. OpenAI started testing ads in ChatGPT on February 9, 2026, and by the end of August its ads business had reportedly hit a $1 billion annualized run rate. Nobody wants to be the brand that showed up late to the party.

But early and smart are two different things. And confusing them gets expensive.

So, should you pull money out of Google Shopping and pour it into ChatGPT ads?

Not yet. (Not never, either. There’s a difference, and we’ll get into it.)

Let’s talk about it.

Key takeaways

  • ChatGPT ads are real and growing fast: launched February 9, 2026, self-serve since May 5, 2026, sold in 89 countries as of October 21, 2026, with a $25 minimum daily budget in the US.
  • They reach people while they research. Google Shopping reaches people when they’re ready to buy, so don’t cut proven Google campaigns to fund a test.
  • There’s no published rate card. OpenAI recommends starting Clicks campaigns at a $3 to $5 max bid, and spend data can lag 7 to 8 hours.
  • Before you test ChatGPT, make sure your Search, Shopping and Performance Max ads are eligible to show in Google’s AI Overviews.
  • Test with incremental budget for 30 to 60 days, and judge it on MER and a geographic holdout, not the platform’s own dashboard.

What ChatGPT ads are and how they work

Here’s the short version. ChatGPT ads are sponsored placements that show up below ChatGPT’s answer, clearly labeled and kept separate from the response itself. Each ad has an advertiser name, a favicon, a title, some copy, a landing page and an image (OpenAI Help Center).

The structure will feel familiar if you live in Google Ads: campaign, then ad group, then ad. Same house, different neighborhood.

The targeting is where things get interesting. There are no keywords to bid on. Instead, you give OpenAI “context hints” that describe the conversations and topics where your products might be relevant. OpenAI is very clear that these are not exact-match keywords and don’t guarantee you’ll show up in any specific conversation. When a user has ads personalization turned on, the system can also use select signals from their broader ChatGPT experience.

Since launch, OpenAI has been adding the controls advertisers kept asking for:

  • Geo targeting by state, designated market area (DMA) or ZIP code in the US (Search Engine Land).
  • Platform targeting across the iOS app, the Android app and web browsers (OpenAI developer docs).
  • Custom audiences, where you upload a customer list to include or exclude people. As of mid-May this was in a gated rollout (PPC Land).

Now, who actually sees these ads? Logged-in adults on the Free and Go plans. OpenAI doesn’t show ads to Plus, Pro or Business subscribers, or to accounts identified as belonging to someone under 18. (So your most engaged, credit-card-on-file ChatGPT power users? Invisible to your ads. File that one away.)

A quick timeline, because this thing has moved fast:

  • February 9, 2026: ads start testing in the US (TechCrunch).
  • May 5, 2026: OpenAI opens a self-serve Ads Manager to US advertisers, adds cost-per-click bidding and says the minimum spend commitment is going away (TechWyse).
  • August 2026: Digiday reports the ads business has hit a $1 billion annualized run rate.
  • September 2026: Shopify becomes OpenAI’s first ecommerce partner with a ChatGPT Ads app for US merchants, expanding to other ChatGPT Ads markets from September 23 (BetaKit), and ChatGPT ads pass 60 countries (PPC Land).
  • October 2026: OpenAI starts testing a visual ad format during image generation and adds new measurement partners (OpenAI), then expands ChatGPT ads to 89 countries (PPC Land).

And yes, some brands are seeing results. Newegg told OpenAI it saw 3x return on ad spend across its campaigns over 28 days, and 7x during a two-week seasonal sale (OpenAI customer story). Keep in mind that’s OpenAI’s own customer story, not an independent study. Encouraging? Sure. A reason to raid your Shopping budget? Not on its own.

What ChatGPT ads cost

You came here for a number. I know. I’m about to disappoint you a little.

OpenAI doesn’t publish a rate card. What you pay depends on competition, the conversation and how good your ad is. What OpenAI has published is how you pay (OpenAI Help Center):

  • Views (CPM): you pay per 1,000 impressions.
  • Clicks (CPC): you pay per valid click. OpenAI recommends starting with a max bid of $3 to $5.
  • Conversions: the system optimizes toward a conversion event and bills per click (oCPC) or per 1,000 impressions (oCPM). You never pay per conversion.

The minimum daily campaign budget in the US is $25. So a small, sane test is very doable.

Here’s some quick math if you’re buying on CPM. At a $30 CPM and a 0.5% click-through rate, you get 5 clicks per 1,000 impressions, which works out to about $6 a click. Double the CTR to 1% and that drops to about $3. Moral of the story: creative and context hints that earn the click lower your real cost per visit.

One more thing before you start refreshing your dashboard every eleven minutes. Impressions, clicks and CTR update about every 15 minutes, but spend data can lag 7 to 8 hours (OpenAI Help Center). If you’re used to Google’s near-real-time reporting, breathe through it.

Why Google Shopping still owns purchase intent

Picture two shoppers.

Shopper one types “women’s trail running shoes size 8” into Google. Shopper two asks ChatGPT, “What are the best running shoes for flat feet?”

Shopper one has her credit card halfway out of her wallet. Shopper two is doing homework.

Both are valuable. But they’re at completely different stages of buying, and that’s the whole ballgame here.

Google Shopping matches your ads from your product feed, and Google’s bidding has years of conversion data behind every auction. ChatGPT ads are matched to the context of a conversation through context hints. You can’t copy-paste your Shopping structure into ChatGPT and expect the same results, because the inputs and the shopper’s mindset are both different.

There’s another detail people miss. OpenAI says ads don’t influence ChatGPT’s answers. Your ad sits below the response. It can’t buy its way into the recommendation itself. That should shape how you value a click from this platform.

For most ecommerce brands, Google Shopping and Performance Max are still where purchase-ready traffic converts at a rate you can actually predict. ChatGPT ads add a research-stage touchpoint. They don’t replace the moment the sale happens.

The point isn’t to crown a winner. It’s to give each channel the job it’s actually good at. That’s the same thinking behind our Google and Meta ads strategy overview: running the right mix beats picking one.

Get Google’s AI surfaces right first

Here’s the part that doesn’t get nearly enough airtime.

Before you spend a dollar chasing shoppers inside ChatGPT, make sure you’re showing up inside Google’s own AI answers. Google says text and Shopping ads from your existing Search, Shopping and Performance Max campaigns are eligible to appear in AI Overviews when they’re relevant to both the query and the AI Overview content (Google Ads Help).

Then there’s AI Max for Search. It isn’t a new campaign type. It’s an optimization layer inside an existing Search campaign that adds search term matching, text customization and final URL expansion, and it needs conversion-based Smart Bidding to do its job (Google Ads Help).

Google says advertisers who turn on AI Max typically see 14% more conversions or conversion value at a similar CPA or ROAS, and 27% for campaigns still leaning mostly on exact and phrase match keywords (Google). Small but important footnote: that 27% figure is for non-retail advertisers. So treat it as a direction, not a promise, if you run an online store.

AI Max also needs some guardrails. Set brand and URL exclusions, make sure your tracking template plays nicely with final URL expansion, and keep an eye on the search terms report. If you’re on Shopify, our Google Ads for Shopify guide covers the settings that keep spend from wandering off. And for the bigger picture on how AI is reshaping search, here’s our take on AI search tools.

Get this right first. Your proven revenue channel should be fully covered before you go exploring.

How to test ChatGPT ads without cutting Google campaigns

OK. You’ve covered your Google bases and you still want to test ChatGPT ads. Good. Here’s how I’d do it.

  1. Use incremental budget. Fund the test with new money, or a 5 to 10 percent slice of total ad spend taken from your weakest channel. Do not touch Google Shopping or Performance Max campaigns that are hitting their ROAS targets. The $25 daily minimum makes a small test realistic, and our small-budget Google Ads guide follows the same principle: start small, measure, then scale.
  2. Set up tracking before launch. Add UTM parameters to every ChatGPT ad URL so the traffic shows up in GA4, and set up OpenAI’s pixel and Conversions API for post-click events like add to cart and purchase. Then decide on creative enhancements. From late October 2026, OpenAI turns them on by default for self-serve campaigns, which lets the system rewrite or translate your ad text, resize images and send clicks to a different page on your site. For a clean test, opt out at the account or campaign level in Ads Manager (PPC Land).
  3. Give it 30 to 60 days. Use the first 30 days to test creative and context hints. Use the next 30 to scale what works and pause what doesn’t. Pulling the plug in week two tells you nothing.
  4. Map context hints to research questions. “What are the best running shoes for flat feet?” is a ChatGPT conversation. “Buy Hoka Clifton 10” belongs to Google. Point your hints at the first kind, and send clicks to a page that helps people decide.
  5. Measure with MER and a holdout. Marketing efficiency ratio (MER), total revenue divided by total ad spend, tells you whether your combined Google and ChatGPT spend is growing profitable revenue. Run a geographic holdout, with ChatGPT ads on in some regions and off in others, to see what the channel actually adds. Our incrementality testing guide walks through how.

This MER-first approach is how we add any new channel next to Google. For womenswear brand TOCCIN, we ran Meta Ads alongside Google Ads and judged both on total business results, not on what each platform claimed credit for. In four months, MER rose from 1.51 to 4.00, and monthly revenue grew from $31,136 in June to $100,254 in September 2024 (TOCCIN case study).

That’s what happens when you measure the business instead of trusting the dashboard.

And while your test runs, keep your budget discipline on the Google side. Our guide to managing your Google Ads budget covers pacing and how to keep proven campaigns fully funded.

ChatGPT ads FAQ

How do I start advertising on ChatGPT?

Sign up for OpenAI’s Ads Manager, add billing and complete verification. Then create a campaign, set a daily budget (at least $25 in the US), choose an objective (Views, Clicks or Conversions), upload your creative and add context hints. If you’re on Shopify, you can also use the ChatGPT Ads app to sync your storefront.

How much do ChatGPT ads cost per click?

There’s no published rate card. For Clicks campaigns, OpenAI recommends starting with a max bid of $3 to $5. What you actually pay depends on competition, the conversation and how relevant your ad is.

Can paying ChatGPT subscribers see ads?

No. Ads show to logged-in adults on the Free and Go plans. OpenAI doesn’t show ads to Plus, Pro or Business subscribers, or to accounts identified as under 18.

Should I move budget from Google Shopping to ChatGPT ads?

Not yet. Google Shopping captures purchase-ready shoppers at a conversion rate you can predict, while ChatGPT ads reach people who are still researching. Keep Google fully funded, make sure you’re eligible for ads in AI Overviews, then test ChatGPT ads with a separate budget for 30 to 60 days using MER and a holdout.

Does ChatGPT ad targeting work like Google keywords?

No. ChatGPT ads use context hints that describe the topics and conversations where your products may be relevant. They aren’t exact-match keywords and don’t guarantee delivery. You can layer on US geo targeting, platform targeting and, where available, custom audiences.

Let Solutions 8 run your Google Ads

Here’s my honest advice. The brands that win with ChatGPT ads won’t be the ones who moved first. They’ll be the ones who protected what was already working, tested the new thing properly and measured it like grown-ups.

That’s exactly what we do. Solutions 8 manages Google Shopping, Performance Max and Search campaigns for high-growth ecommerce brands, and we can help you design a ChatGPT ads test with proper tracking and a holdout, so you learn what the channel adds without putting the revenue you already have at risk.

Start with a conversation about your Google Ads management. We’ll make sure your Google campaigns, including your eligibility for ads in AI Overviews, are catching every purchase-ready search before you spend a dime somewhere new.
